Quite simple really. It's an extremely complicated system sprawled across multiple vendors and real world scenarios that simply cannot be tested out.

Handoffs are already difficult. Hard handoffs are even more difficult. This is a hard handoff across incompatible systems.

Most of you have very short attentions spans, so this will blow over before anybody even cares. Anyone remember the UMTS to GSM handoff issues? Probably not.

Early adopters always have the pay the price of increased unreliably. Whatever the customer is entitled to will be based on the contract that was signed. VZW was the first to roll out LTE, they're going to be the first to take any fallout.
