You realize the article says Verizon, not Verizon Wireless don't you? It could have more to do with cable company local monopolies than anything to do with wireless.

The market is saturated. The best carriers can hope for, is a shift in migration. My guess is that the motivation is not against ATT. It is actually to make it more difficult for the smaller carriers. Lower pricing from the smaller carriers is stalling migration to the larger. I presume they are looking for more rules to quell some of the practices of the smaller. I believe asset holdings not being used by other carriers, is also the center of complaint.

Remember, there is much more to Verizon than just Verizon Wireless. Wireline, for instance, is governed not just by the FCC but also by many different state and local entities. This is an antiquated system based upon natural monopolies created by the company that owned the local trunk. Similar monopolies exist in cable.
However, the proposed shift from regulation to "case-by-case adjudication" does scare me. We have seen how well the deregulation of the banking industry has worked. (By the way, that deregulatory road was paved by William Proxmire, D-WI)

I know FIOS is doing well, but, I can see their paranoia seeing companies like Comcast not only have the wire into the home. (OK Fiber) They also own content. Telecoms, like Big Oil, never liked playing second fiddle to anyone.
