HSPA+ is not quite as expensive as you make it out to be, and certainly not the money pit WiMax has PROVEN to be. Anyone with a 3G enabled phone on T-Mobile gains an advantage in speed with HSPA+ weather it's compatible with the higher (up to 21MBS real-time) speeds or not. They are able to modify current 3G sites saving TONS of money and maintenance is the same as a 3G cell.

What price and long term viability does affect is T-Mobile's competitive edge in an industry where they are already in last place.
In terms of customers, they are trailing behind AT&T, Verizon, and Sprint. And now, they continue to be behind in reliability, pricing and technology.
So, while HSPA+ may be comparable in the short-term, their decisions right now will influence whether or not they exist in the upcoming years.
