I've had service with VZW in NYC subway stations long long time ago. So, I'd say to these slow companies welcome to the game.

What ever service you may have received in NYC subway stations was just bled in from towers on the street and were not fully implemented cell repeaters located thru out the system. almost every carrier can pull in service near stair cases and certain stations along broadway which aren't that deep under ground like east side stations. And from what I heard previously whatever carrier gets the go ahead to build a network MUST allow roaming for other carriers to use their network. So more than likely ATT and Verizon will get contracts and allow roaming for T-mobile and other gsm carriers and for sprint and other cdma carriers.
