True, it's PDF, a file-format originally created by Adobe, but the file-format specification has nothing to do with this particular security hole.
The problem is Apple's own implementation of the PDF reader. Of course, if you have already jailbroken your iPhone/iTouch, Cydia offers a patch that fixes the issue by prompting before a PDF attempts to be loaded.
