Apple doesn't give a crap about jailbreaking. It's great for them because it excuses them of having to provide warranty support. They do have an obligation to patch exploits in their OS (which is how the phone is often jailbroken)
They don't want customers coming in with jailbroken phones that are suffering from busted batteries, fried motherboards, or god knows what. They don't want people upset because they thought their phones were still under warranty, too.
They're not Motorola- they're not putting chips on the phone to detect non-authorized software.

Why do they tell people it will crash towers then? Why do they come out with new way to make it harder to JB?

Apple likes money...if people jailbreak their phones they can also unlock them. Unlocking means someone can take it to T-Mobile and then Apple is not longer getting the cut of the rev AT&T gives them per their agreement.
Also your warranty theory is only true if someone is dumb enough to take their phone to an apple store while it's still jailbroken. A restore to an original .ipsw or upgrading the OS through iTunes will remove the JB and the Apple store cannot tell and will swap out the phone. I kno...

If users choose to jailbreak and install tether, they better watch their data usage, because tethering is probably the easiest way to go over on the cap.
Apple will do everything to secure their device, and if they could kill off jailbreaking permanently, I'm sure they would.
Fortunately for us jailbreakers, it's all a cat and mouse game that never ends. For every new feature they add, for every hole they patch, another one opens up that can be exploited. That is just what happens with every complex operating system consisting of millions of lines of code.
Also, jailbreaking being legal doesn't mean Apple has to allow it to happen. It only means that they can't take the customer who jailbreak into court, which they had never done...

As much as I hate Apple (and I do!), they are not under any obligation to support jailbreaking/unlocking. The government's ruling simply states that those individuals who are looking to jailbreak/unlock their iPhone, or root their Android phones, or modify the software on any device they purchase, are free from legal action against them by the manufacturer. So Apple can't sue you for jailbreaking your phone, but they don't have to make it easy. They can, in fact, make it impossible and they wouldn't be in the wrong.
As a side note, Apple, HTC, Samsung, Moto, or whoever made the phone have never sued someone for doing this.
