Apple would default if not utilizing this time to initiate a right for this wrong.

1) 2 months (when I'm guessing we'll see them) is not enough time for Apple to conduct thorough materials tests and put the phone into production.
2) Apple would re-open Antennagate by doing this. It will be seen as an admission there is a serious flaw with the antenna design (there isn't) , that Apple lied to their customers about it, that everything they said in the press conference was BS.
3) Nobody will care about Antennagate by the time the white iPhone ships, so it's Apple re-opening a closed book. They're not going to do that.

The phone design is done and ready to go. Retrieving any White drone iphones that happened to make it to the production line, is the hardest part for Apple as they need to disassemble them to gain access to the antennas. The easiest and least expensive fix is to remove the antennas from the already assembled and coat the permanently exposed antenna part with a special hardening chemical. Are you suggesting that it's impossible for at least 1% of the US population to be an uninformed consumer?
I'm not saying everyone that purchased the iPhone 4 is an uninformed consumer, but it's very well possible.
