To be fair, every WiMax venture in Russia has turned up a scam or failure....

Of course it's personal. It is personal by definition. You are a person with a contrary opinion that you wished to expressed. You took that person's comments in offense and you decided to not like the person based on it. This is like other nonsense sayings like, "I don't mean to be rude, but" or "I'm not saying you're physically attractive, but" or "Don't take any offense at this, but."
