all digital? ala Skype VOIP?

Voice is trancoded into 1's and 0's and sent thru the tubes?

Once voice is all digital, then voice and data is a non-issue - voice IS data.

I mean, that's definitely possible, but the entire network would have to be under LTE for it to work, which it won't be. So what technology will the phones fall back on when LTE isn't available? CDMA? If that's the case then we are going to have to have a line up of hybrid LTE/CDMA phones until the network is complete. But those phones won't be universal phones that you can just take anywhere because they will still have CDMA that it will need to fall back on.
