Why not on Verizon?

I find it strange that this feature will be enabled on Window mobile phones on AT&T, Sprint, T-Mobile but not Verizon. Does anyone know why?

I have the HTC Touch Pro 2 on Verizon Wireless and I can confirm that this Bing Navigation Program does work for Verizon customers.
