No 3G product will ever "smoke" a 4G product. Download speeds may be comparable but there is more to data throughput than download speeds.

How is an average of 6mbps speed on hspa+ smoking WIMAX at over 10mbps in most markets? I am at the fringe of WIMAX coverage and get 6mbps. How does a product that can burst at a maximum of 21mbps smoke a product that can burst at 40mbps? What about latency and upload speed?

Since you're claiming WiMax is going to be totally free, do you have a date that Clear customers can stop paying their bill and use the network for free? Who's going to pay for the massive deployments since subscribers won't pay to use it?
I'm not saying anything about the technical standpoint of WiMax vs. LTE, but I highly doubt that governments and corporations are going to throw money to build a totally free worldwide network. There's a little something called return on investment, and in your perfect consumer model, there is none.
