Haven't consumers dealt with this with minutes for years? What's different here?

Minutes is a much more tangible figure. The average customer does not know that reading a 5-minute email takes next to no data compared to watching a 5-minute streaming video. The most common question I get when discussing the 5gb data limit is "How many minutes is that?".

I can't stress enough how these 4G networks are being marketted as gaming- and full-movie-streaming-ready, but with tiered data and overages around the corner, nobody is going to (intelligently) feel secure using their internet for these services.

how would you feel then? The problem isn't the typical user, or even the typical heavy user. It's the small percentage of users (less than 10%) who chew up a majority of bandwidth company wide for ANY service offering unlimited data.

I get the point you are making, lol. 100 GB is an absurd amount though, and anyone using that much is purposely trying. I have ran my playstation 3, Wii, and Laptop with all the downloads and video streaming I want (not ever watching the meter) and the most usage I have ever used was 36 GB.

right, and that's not the issue.

The issue are people who run things like torrents 24/7

so instead of a movie using 2gb of bandwidth, it will use 9+

Pretty sure sprint tried it awhile ago.. basically configure your account to jump to the next pricing tier if your overages would be equal to or greater than the price difference.

Have devices receive an email/text when they reach:
50% of limit
80%
90%
Limit reached
Auto price plan change. (of course allow customers to turn on and off different alerts if they wish)

Sprint tried this with the Fair and Flexible plan for voice. Unfortunately, they moved away from it when they realized they could make more money on overages. 🤣 But it would be a great idea for data

Its funny that you think that AT&T will be the only one billing like this. It has been echoed across US and international mobile carriers as the probable future.
