I know this would for sure benefit consumers, but does this help carriers?

It helps carriers that do not invest in their network in areas where they own the rights to specific radio frequencies. Where is the encouragement to actually build their own network?

To me, roaming is not the cash cow it once was. In my opinion, there is still encouragement to build a network because it seems to me that carriers make more money off the regular monthly postpaid customers than they do off an occasional roamer. Obviously if most of your minutes are spent roaming the home carrier has the right to shut your service off.
