Partitioned memory is something Samsung and the Asian manufacturers have always had, just because they've generally been lazy about modernizing and standardizing their proprietary OSes.
It's Nokia, Motorola, Sony Ericsson, and Siemens that have made shared memory standard on their carefully-managed OS platforms.
Samsung has lagged on shared memory, although - thanks to competitive pressure from the European phone makers - they did implement it on their newest high-end GSM phones, such as the D500, E720, etc. They just haven't brought shared memory over to their CDMA lineup yet.
