I had this thought as well, and liked it.

However, it would be conflict of interest then in regards to Android and the OS running on other carriers, such as VZ, Sprint, AT&T, so I HIGHLY doubt that it would happen.

No more of a conflict of interest as Apple having it's products on windows computers and vice versa. I can totally see this happening.

I can't. At least not in the role of a traditional carrier. I don't think that Google has any interest whatsoever in having to deal with things like monthly bills, credits for customer complaints, etc.

The only way I could see Google getting involved is as a parent company where an intermediary handles all the day-to-day aspects of running a carrier. And Google would make it absolutely clear that it was strictly bankrolling the operation; all complaints or issues would be taking care of by that intermediary.
