Exactly. Verizon Wireless' actions are proactive, whereas AT&T's actions are simply reactive. While Sprint cuts costs in a sneaky fashion (by limiting roaming, for example), Verizon Wireless ensures that changes to its pricing structure doesn't negatively affect revenue (especially given how much is put into its network each year). With AT&T, I'd have to think that its revenue is being put to far less constructive use, because AT&T can simply match what Verizon Wireless does with little thought or consideration put into it.
