FCC Not Satisfied with Verizon's ETF Explanation

Help me understand

Why is the FCC going after Verizon for having per data charges at $1.99 per megabyte (.002 per KB). If I am thinking clearly, there is 1024 KB to a MB. AT&T was/is charging $.01 per KB. If my math is serving me correctly, that is $10.24 for the same MB.

So the question she be pointing to AT&T for there prices

They are going after them because customers are being charged the $1.99MB charge (as it rounds up) for going to the Mobile Web accidentally. I believe Verizon will need to set a threshold before they charge this fee. Perhaps 300kb or whatever. Something that shows a customer is not just blipping in to the browser and closing it but is loading multiple pages. They should not have been cajoled into addressing this. They take enough calls into CS on the issue. One would think that they would not want to waste those worker hours on something so silly.

Well here is my rebuttal for that. The home screen if you log into any Verizon phone will be My Verizon. Which does not charge you to visit. Only if you go beyond that point will it start to charge for data. So Verizon has figured a way around the "accidental" web.
