Maybe they do it so they can sell it to the carrier. Why would AT&T want to subsidize a phone that you can take to T-Mobile in case you don't like their service (or vice-versa). It makes good sense to make the phone as desireable to who they want to sell it to--the telcos. If they want to only sell direct to consumer then having both 3G bands makes better sense.
