Unlocked right?

Well according to the In-depth review, this phone will not be supported by Verizon or be able to make use of their exclusive services. I see no reason for this phone to be locked to their network since it will obviously marketed as an unlocked phone? So is it safe to say that it can run on most domestic CDMA networks?

Sprint does not allow non-Sprint handsets on its network though. ESN/MEIDs have to be loaded into their switch like Verizon. It is not a simple matter of flipping a SIM card in the phone as with GSM. I am unsure about the smaller carriers but unless they can flash the handset with their software...I don't see it.

I hope this won't be too much of an issue, there's a small startup running locally here that's on a CDMA network and they will unlock any compatible CDMA phone to be used on their network. I remember when I bought an unlocked Samsung from Korea and when I wanted data service on At&t, I just gave them the IMEI number and it was good to go, video calling couldn't initiate though. Wishful thinking?

Ask them if they can unlock carrier X handsets.

But AT&T doesn't use CDMA, and CDMA handsets don't have IMEI's, they have MEID's. You might have had a WCDMA handst which is a 3g GSM phone. If that is the case, even an unlocked VPhone will not run on that small carrier's network since it is a GSM network.

By definition, this phone will not be unlocked. "unlocked" refers only to GSM phones, since carriers "lock" them to only work on their SIM cards. This phone does not use SIM cards, so the term unlocked doesn't apply to it. Further more this phone will not be released with any carrier specific software or programming. That is the whole point of the Open Network Initiative. Any device, as long as it is compatible, can be tested and certified and be allowed access to the network. Just like TV's and over the air broadcast. You don't have to buy your TV from the company that broadcasts the signal, you can buy a tv from any manufacturer and use it as long as it it electronically capable of receiving and interpreting the signal.
In contrast to GSM...
