Really that fastest speed I've gotten recently here in Las Vegas was 1.68mbps.
I was impressed, considering it was the older 3g iphone [not the S].
Damn it when the heck is ATT going to light up Las Vegas with 850 3G?!!!?

Have you confirmed that iPhone was on the W-CDMA 850 carrier channel? That AT&T has deployed W-CDMA 850 in a market does not automatically mean that every 3G device in the market will always camp on or receive a traffic channel on W-CDMA 850. Many 3G devices in many instances will still use the original W-CDMA 1900 carrier channel(s).

Unfortunately, the increase in RSSI (number of bars) does not tell us anything definite. The device could be benefiting from W-CDMA 850 directly, indirectly (e.g. still using W-CDMA 1900 but experiencing greater throughput and better signal due to lighter loading on the W-CDMA 1900 carrier channel), or not at all (i.e. any improvement is coincidence). Absent any other evidence, to conclude anything definite would be a post hoc fallacy.
