An app won't matter. It's whether or not the device can read the format in which the volume is stored. For example, the difference between SD and SDHC. Completely different formatting. It's almost a hardware issue.

Thats not true, some older phones that could support a 2 GB SD card, can support a 4 GB SDHC, or even an 8 GB SDHC card. Now I am not certain about the 64 gb cards but I have a strong feeling this could be usable on some advanced phones on the market with an update to the firmware.

That's because the older phones were developed to handle the bigger cards and the new format before the hardware came out on the market.
