Boston and seatle are decently techy areas with large populations but not overwhelming.

NYC would require a couple of towers to handle the bandwidth, and if something happened with the network and it crashed/slowed down it would be more harmful in NYC than it would be in boston.

When you are developing a new technology, you don't want to open in your largest market right away.

I actually see the price of voice dropping, and the cost of data possibly increasing a bit, but with much higher caps. (once the network is nationwide)

As always, early adopters will pay a premium

Because if you have some problem in NYC, it will taint your entire launch. It's better to test the technology a bit, and then launch it in NYC.

If they really wanted to test it, they should hit up the rural mountains of Colorado. If LTE can flourish there it can anywhere in the US.
