Yeah it was columbo doing it, thats why...anyway...third party billing has been available through phone companies forever....especially landlines...this isnt new.
Consumers who buy/enroll thing without asking questions, reading, or on the other end blocking premium SMS in the first place deserve it. To hand little timmy a phone and trust him to not do something devious instead of watching what is happening is lunacy....these are the same people that blame joe camel for kids smoking, and movies for killings...listen to those arguments...people in this country are insane watch where ur money is going and learn to discipline/ observe your children...someone let off a permanent emp people need it.....take responsibility....
