No, you, too, are reading this wrong.

AT&T W-CDMA 1900 is PCS 1900 MHz -- both uplink & downlink. AT&T W-CDMA 850 is Cellular 850 MHz -- both uplink & downlink.

T-Mobile W-CDMA 2100+1700 is AWS 2100+1700 MHz -- 1700 MHz uplink & 2100 MHz downlink.

And a handset never accesses just the uplink. A handset supports both uplink & downlink, or it does not support that spectrum band at all.
