Nice thought, but...
If they make SPAM SMS illegal, then you have to worry less about your phone bill being a quarter more expensive per month if you don't have a SMS package. Some people block SMS because of this. Other people block SMS because they are EXTREME penny pinchers. While SMS goes unused most of the time it is a good comms feature to NOT BLOCK because you never know when an important message will come to you over SMS. Regardless if you ever send a message.
