Well the general media seems to be implying cell service will be impacted by it. That is the only reason I put it out there.

Cell service actually is affected by this. It is not only land line service but it is also ATT internet back hall. Which affects many wireless carriers. This will affect new installs to cell sites as well as there ability to restore lost service. I work on the network for another major wireless carrier and it is causing us a bunch of head aches. I am so glad we are moving away from ATT as fast as we can.
