Can't do Skype
There is no Skype client for Android as long as Verizon has a say.

The Verizon Wireless Skype client is not a real Skype VOIP client, it's basically just a fancy interface for SkypeIn/Out. It uses Verizon's voice network, and if you can't place voice calls, you're boned.

There is an app you can download to android that will give you a dialtone for like $10 a year, all VOIP. Then you tell your Google Voice to ring through on that number.
VOIP!
But I agree, not having Calling on this (or a true skype app) is kinda fail, especially since this ha a Front Facing camera.

It's not that simple. There is no platform-wide Android Skype Client- Verizon Wireless has paid Skype to keep it on their network. So only the VZW version would theoretically be able to run Skype.
However, it is merely a voice call forwarding app, not a true Skype app. If there's no voice calling ability, you can't use it. (not to mention, you need a voice plan with VZW to begin with.)
