This just means they have area's where their coverage is more than the customers require... so say a city where they can host 3 million callers but they only have 850,000=1million customers there, with maybe a peak of 2 million for tourism or something. that extra bandwidth is wasted unless they can find someone to use it.

With as tough as the economy is right now, and with their specific problems, it's a smart move as long as priority is given to their cell customers (which I'm sure it is)
