Cheaper to pay ETF?

Isn't it just cheaper to purchase the phone w/ a new 2yr agreement, then pay the ETF after the trial period is over?

Also, this is just going to cause a headache for them. How can they justify that a 2yr agreement is worth a $400 subsidy?
