Even when they apparently have a roaming agreement and a specific agreement concerning the 5G data limit?

Sounds like they already did quite a few negotiations with AT&T...

Agreed, they have negotiated agreements with AT&T and other carriers which allow them access to unlimited data as part of the bulk data they bought.
