Umm... yeah. Of course it is. TP2 is coming out before 6.5 is available, so they'd have to delay the TP2 if they wanted to launch it with 6.5.
As hunterd said, it will ship with 6.1 at launch but will have a free upgrade to 6.5 available once Microsoft eventually releases it. In 2010. If you want the bug-free version, that is. 😉
