AT&T owns both cellular licenses in parts of Texas & Eastern Florida from the AT&T Wireless buyout, when they were Cingular. Alltel owns both cellular licenses in some areas too, and Verizon was allowed to keep those in the Alltel buyout....

According to the FCC, it's ok to hold both 850 band licenses, as long as there are enough carriers to keep some competition. That however is still wrong, due to 850 having an advantage of covering more area, and has better signal penetration in most buildings.
