I think this is cool, but my question is, how will they stop people from making phone calls?

At this point(Unless changed), It is still in testing. Voice calls are not being made. It is strictly for messages and data. If it works according to plan, Voice calls will be added. I believe it is a system developed by AeroMobile, a joint venture of ARINC and Telenor ASA. The same company that equipped Emirates air with theirs. Transmissions are done by satellite.
