yeah, it would do way more harm than good. Making sure the couple people who would be on their computer using their cell as a modem at that exact time of the attack to look for safety directions is much more important than lets say... stopping a bomb. C'mon, its a terrorist attack and people are crying that they can't make a call durng it?
