It's not almost all, It's only feature phones. This excludes smartphones (which require data on every network) and basic phones, of which there are 12+ phones to choose from.

And if you actually looked at Cell's post, you would see their Gravatar is from one of the many sites that sprang up hating the $10 change)

Most verizon phones require data, but the phones that require the $10 package are a very small percentage of the overall offerings.
