Free?

The idea of the FCC mandating that cellular companies, like T-mobile, is obligated to allow that spectrum that they will PURCHASE to be free-open-access doesn't make sense.

What will be the incentive to spend billions of dollars on the rights to broadcast on a slice of spectrum spectrum which is very very expensive and offer it for free? I'm sorry there's no such thing as free... i can see why Tmobile wants to delay this. the only way this could make sense is that the cellco's that have to allow open access will allow other companies to use it as a medium to advertise and the cellco's make revenue from the ad's.
