Lets get HSPA first..

how about deploying HSDPA and HSUPA before moving on to the technology that will only be ready for market in 10 years or so..

That's already in the plan. AT&T says they will have their 3G network fully upgraded to HSPA by the end of 2008.

there are different categories (different download and upload rates) of HSDPA and HSUPA. Does att support the higher category hs phones by end of '08?

I believe that AT&T plans to support 7.2 Mbps down and 1.8 Mbps up. Real world speeds will probably be something less than half in both cases, so figure maybe 3.0 Mbps down and 500-800 kbps up.

a better question is when is AT&T going to expand their 3G network, not when they will upgrade it. It still has more holes than swiss cheese, and reminds me of the early days of GSM
...
