Europe gets the phones because Eurpean Carrier do not subsidize phones. You buy the phone then choose the Carrier.
Anyone can buy this phone and use it here, I boght the Nokia N82 which no carrier has here,
The only thing ou will not get is 3G, Big deal WiFi is faster and is everywhere.
