In FM radio, for example, only one station in an area is allowed to operate at 91.5; if you just set up a station in your backyard without approval, the FCC will shut you down.
Similarly, the FCC regulates the radio spectrum used for cell phones. It determines who gets to use what spectrum for what purpose.
As with all government agencies, from an idealistic point of view, you can substitute "we the people" for "name of agency." Whether the money raised will be put to use for the public good is another issue, but it does seem clear that...
