That sounds correct to me.
I'm also getting 1700 meter resolution on my Tilt (with GPS turned off), and the center of the circle always seems to be in the same place. I'm guessing that's the physical location of the cell tower that I'm talking to, so the only thing the app can tell me is that I'm within range of that specific tower.
What's funny is that when I turn on GPS, it searches for satellites briefly and then tells me that my location isn't available. After a few seconds (once it locates the satellites), it "wakes up" and homes in on my GPS location perfectly. It seems like GPS and "My Location" don't play well with each other in some way.
