Let me get this straight...
...the government sold T-Mobile spectrum that they had no intention of abandoning yet?
Isn't that kinda like selling land but not moving off the property?

Not exactly. The FCC told the carriers beforehand that they wouldn't be able to use the spectrum right away and they weren't sure when the spectrum would be available. All of the carriers participated in this auction with the knowledge that they wouldn't have all of the facts.

Unfortunately, it isn’t the government’s fault as the companies were told of this matter. Kind of like buyer beware.

I guess I don't understand why the spectrum was put up for auction in the first place in this situation. I don't have a problem with the government still using it, but to not have an idea of when they'll be done? Doesn't really make sense to me...

It's possible they did it just to make money off of it. You're right about the fact that it doesn't seem organized well on the government side of it but what can anyone do?

Because the United States Treasury needs money, so that is why they have auctions. Also to allow companies like T-mobile to compete.
