I don't know that they have to re-org to do that. All they have to do to do better in the US is release some good CDMA phones... and preferably clamshells, as they are more popular here.
I can only think of one good CDMA clam they've put out here, the 6255/6256i, and even though it was good functionally, it had hinge/durability problems and clunky 'brick' styling. They're going to have to do a lot better than that. 😛

Sure, there are some valid reasons as to why Nokia has been so drag-ass to offer good CDMA product to the North American market, but they've also displayed some very poor decision making too. Such as pushing bar phones and not doing clamshells until recently, despite the fact that it's the most popular form factor over here.

Yeah, Nokia's made some questionable decisions. It seems to me that they really are reluctant to latch on to any trend that seems to occur, yet they eventually have no choice: clamshells, thin phones, touch screens. Yet they always seem to come around. But I don't know how many times you can come late to the party before you stop getting invited.
Then again, those are all fashion trends. Nokia seems to not want to be a part of that crowd. They're innovators when it comes to actual functionality (except for maybe touch screens, which is fine by me since I don't like them).

The other way of looking at it is, considering how fierce the competition is, worldwide, Nokia might not get to 40% marketshare without doing better in the North American market.
Also, while China and India are definitely growth markets, those are mostly lower-cost handsets being sold over there. Avg North American handset selling price is quite a lot higher. Revenue matters even more than marketshare.
Nokia sells better with Tmo and AT&T becasue of the GSM capability
CDMA is heading no where, hence the reason why both VZ and SPrint are scrambling to enhance it going to WCDMA, but even that has its limits.. sooner or later, GSM if not already will take over..
