Hands-On: BlackBerry Storm

For clarification, isn't it MOSTLY AT&T's fault? I've been under the impression that AT&T or any other wireless carrier has standards that a phone has to meet before it is released. If a phone is properly tested and meets the minimum requirements, it's sold through the carrier to the public. Otherwise, it would mean that Apple put out a bunch of faulty iPhones.

So, which is it?
-AT&T's minimum requirements are too low, so now they're paying the price.
-Apple sent out bad devices that wasn't up to par.
