It's been a long time, but Verizon has definitely had issues with mergers. It's just been so long since it happened no one remembers.
Verizon can't just up and make the decision to buy a company, because Vodafone owns the majority of the company. Verizon is crippled in this sense, so unless Vodafone agrees that this is a wise business decision, a sovereign company ...

I remember all my minutes being charged roaming rates in my home area! Of course Verizon took care of the charges, but it was still a pain. I had roaming problems all the time when I travelled, the bills were never right and you always had to call to have them take off hundreds of dollars, it was such a mess.
I also remember Verizon forcing to digital. Good rural AMPS coverage was important in some areas, and, well, CDMA just didn't hold up to call quality or coverage area. It's the same idea as forcing TDMA to GSM.
