Are you still charged for minutes?

I'm a little confused by this. Is this just for people who don't have a good signal in their homes or will using this device and a broadband connection mean it won't go towards their monthly minutes allowance?

it allows for connection to Sprints network in areas where Sprints network cannot always reach. so, yes, it will take from your minutes.

Definitely #1. It gives you coverage at home if you don't have it.
Like UMA, it also has the benefit of offloading capacity from the network even in areas where there is coverage.
Either way, there's a huge benefit for carriers. If everyone had one of these, Sprint could spend a lot less money on towers in rural / residential areas, and spend less on beefing up capacity in urban areas.
That's why carriers are psyched to roll this out.
If it's anything like UMA (and it is) carriers may offer nice flat-rate (unlimited) pricing for calls made at home.

Correct me if I'm wrong but it relies on a broadband connection to be available... so what happens if your connection is flaky? Dropped calls still?

Like if you live in an old building with ancient wiring (like I do) and your DSL is crappy? I don't think it's a very high-bandwidth thing to just get voice calls, so if you can get DSL at all, I imagine it should be fine. I'll try to ask the Samsung folks tomorrow, though.
