Its the mobile version of Qt (Trolltech's C++ GUI toolkit) that integrates a number of things normally required on graphical Linux systems
and includes a number of the "basic" applications like a calendar and task list (and such)
Also all of the Sharp Zaurus PDAs use QTopia (its not just for phones)

No I don't have to, it just randomly has it as that sometimes. (that's what it was in the "New Forum Reply" message)

Its not probably your IP address (not directly anyway) its your ISP
They probably either have a block on www.phonescoop.com (for whatever reason) or some odd thing with Netscape Accellorator (or whatever they call it)
I'm on a "The New at&t" T1 and there are no problems here getting to www.phonescoop.com
