What carrier is going to allow the use of ANY handset and ANY application?
This is pie in the sky.
Secondly, Skype relies on an IP connection, and while the cellular carriers are predominantly IP based, they are still primarily voice providers, offering data services, not ISP's offering voice over IP networks.
I could see Skype's argument if they were saying that AT&T DSL and Time Warner would not allow Skype over their connections. This is a bird of a slightly different feather.
So, if the cellular carriers become VOIP providers, they are essentially internet providers who also provide VOIP services, much like ComCast or Cox, would they not be? Also, they carriers are all trying to tout their "Broadband network for data uses", which puts them in the same playing field as ISPs.
