Build their own network?

I thought the whole thing about Qualcomm's mediaflow was that Qualcomm provides the network?
...
Qcom is doing that for VZW to prove that FLO is viable. Not so sure what ATT is planning on doing. My guess is they're going to have to pay for it themselves. The FLO business model is similar to what happened with CDMA and VZW when it first launched where Q built out large portions of the network just to prove it was viable.

Qualcomm, or more correctly MediaFLO USA Inc. will operate the MediaFLO network and wholesale the service to AT&T, Sprint, Verizon and anyone else who wants it. The article is making a wrong assumption - AT&T won't need to build out their own network and it certainly won't cost them a billion dollars. 😳 Where did that information come?????????
...
Maybe Dr Evil is building their network for........... 1 BILLION DOLLARS!!!!
...
