Actually it is a great idea. Cingular is trying to appeal to the masses. The RAZR is a form factor of mass appeal and most Americans do not travel outside the US so often that the extra band is crucial in their purchasing decision. By excluding the the 900 band--and other v3xx goodies--Cingular lowered the price of the phone so it could have a very-affordable price thus more people buy the 3g phone and take advantage of Cingular Video, Cingular Music, etc...and get a data plan = lots of dough. If Cingular were to advertise mainly to business users, although potentially lucrative, it would NOT get as much money.
BTW, it has domestic dual-band HSPDA; the tri-band status (GSM) has nothing to do with 3g data speeds thus Cingular is selling a phone that will "perform at speeds it was designed for" in the place it was designed for.
