Actually AT&T Launched UMTS pre-merger. With competition from EV-DO, Cingular has to make up for lost time.

Since they decided to roll out 3G services, they've said they would launch HSDPA alongside of UMTS.

The reason of course is faster speeds, but they had to upgrade to UMTS to have access to HSDPA as it's an upgrade in itself.

The rush is, they've got to catch up to the other companies that are further ahead of them with their own 3G rollout.
